You are not alone. This situation is rampant in south Florida. When I started 19 years ago, we worked with tradesman who knew how to rig, flag, prepare the jobsite for your crane, they even helped you set up. Most of the time now you spend the day just trying to keep these guys from hurting themselves or others. Not to mention keep you and your company out of the courtroom.

I have had two near-death crane incidents. One was with a (at the time, in 1974) non union company that did not understand English well and did not take my advice on how to set a 20,000 pound fuel tank. He snapped the cable after the outriggers folded, the boom slammed back and forth two times. I was three feet from the crane and could not run. He said even though the crane was not the one I ordered he could handle it. Wrong!
