FEM said once the standard is cited in the Official Journal of the European Union, it will have the ‘presumption of conformity’ according to the Machinery Directive 2006/42/EC. It will apply to all mobile cranes put into the European market.

EN 13000:2004 has been amended to include a number of changes related to the override key, including: the placement of the override key outside the operator’s cab; a push button in the operator’s cab to provide further load capacity at reduced speeds in deadlock situations; a reduction in speed when the override key is activated; and the recording of override key and push button activity that lead to a load condition in excess of the rated capacity by a data logger.

FEM said it will implement the changes by 1 May, 2010. Mobile cranes not delivered to the EU and with no CE marking will not be affected.
