He reported on a conversation he had with Noah Connell, deputy director of the OSHA directorate of construction. Weiss reported that according to Connell the hang-up in publishing the legislation, which was finished by a SC&RA task force in 2003, was with government lawyers, who have required detailed explanation of many aspects of the standard. The Directorate has now written 700 pages of preamble for the standard, the longest in the government’s history.

After the Directorate of Construction finishes its work, the standard will pass to another OSHA office, and then to the Office of Management and Budget for review, a process that would take several months, Weiss said, before the standard is published for comment in the Federal Register

Weiss said that he did not feel that the process would be derailed by a new administration. US voters elect a new president in November.
