The Philadelphia District is issuing the above RFP (Request for Proposal) for acquisition of the barge and the installation of a Government furnished crane upon that barge to form a Floating Crane Barge conforming to commercial standards. The vessel will service the Corps of Engineers Little Rock District in support of the Montgomery Point Lock and Dam. The GFE crane will be installed by the successful contractor at his/her facility. Specific information on the crane (crane geometry, weight and mating flange will be provided in the RFP). The barge shall be built and classed with ABS Classification Maltese Cross A-l, Barge for Service on Rivers and Intracoastal Waterways for use as a Government Floating Crane. The principal dimensions of the vessel are: Length Overall -260 ft-0 in; Beam, overall 84 ft.-0 in; Molded depth -12 ft-0 in. The acquisition will be a negotiated, best-value procurement as described by FAR Part 15, Contracting by Negotiation. Proposals will be reviewed for completeness in satisfying the requirements of the RFP and evaluated on the merit against the following evaluation factors listed in descending order of importance: Technical factors-Construction experience with similar vessels, Management, Past Performance and Price Price reasonableness. Technical factors, as a whole, are equal to price. Price and technical proposals must be submitted in accordance with the requirements of the RFP’s Section L-Proposal Requirements and Evaluation Criteria. The Government may award a contract on the basis of initial proposals received without discussions; therefore, each proposal should contain the offerors best terms.

Warranty of supplies/services, and liquidated damages will all apply.
