The Department of Fisheries and Oceans (DFO) has a requirement for one (1) Marine Crane to be delivered to the Institute of Ocean Sciences (IOS) at Patricia Bay, B.C., on or before 9 October 2006.
Scope of supply
One (1) Amco Veba V933M H2B3 Marine Crane with the following specifications:

Fittings: All Fittings Stainless Steel
Pins: Chemical Nickel Plating on All Pins.
Structure: Shot Blasted and Treated with Zinc Base prior to Paint Integrated pedestal base to be 1 metre squared with 24 Bolt holes
Documentation
Documentation will consist of three each sets of English and French system manuals and parts book and an electronic version of same in Microsoft Word or Adobe format. As a minimum, the system manuals will include but not be limited to: Operators’ Manual Maintenance Manual Parts Manual including component part numbers All technical materials on components Lists of Required and Recommended Spare Parts
Spares
The parts shall be available in British Columbia 2 days After Receipt of Order (ARO). The Contractor shall supply a list of recommended lifecycle parts for a planned lifecycle of 15 years.
The Contractor shall supply a list of recommended consumables for 2 years of operation.
Testing
The completed cranes will undergo functional testing at contractor’s facility to prove correct operation. The results of these tests will determine delivery of the units. Cable loading and final commissioning trials and tests will be at the Institute of Ocean Sciences.
The Contractor will be required to provide detailed reports of all shop tests and trials including all data and test procedures. Delivery Requirements
The Contractor is to deliver the new cranes to the Institute of Ocean Sciences, Sidney, British Columbia, complete with all the necessary parts and special tools required for installation and operation.
All components of the crane system are to be effectively preserved, packaged and protected for shipment and outside storage prior to delivery.
In addition to paper copies of the specifications and drawings, the Contractor is to supply Microsoft Word 97 compatible specification files and AutoCAD (Release 14) compatible drawing files on 3.5 inch diskettes or CD-ROM, to the Institute of Ocean Sciences.
This purchase is being made under the GSIN N2030S, Cranes – Shipborne, and is therefore subject only to the Agreement on Internal Trade. This crane has been selected as it is fully compatible with existing Amco Veba crane installations onboard other Coast Guard Vessels. The vessel crews are therefore familiar with this make and model of crane and therefore will require no additional training or experience. A considerable saving will be achieved for the Government by being able to utilize existing fittings, hydraulic power systems.

An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award. However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed to a full tendering process.
Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
The PWGSC file number, the contracting officer’s name and the closing date of the ACAN must appear on the outside of the envelope in block letters or, in the case of a facsimile transmission, on the covering page.
The Crown retains the right to negotiate with suppliers on any procurement.
