Subramaniam was addressing delegates at the opening of the third Regional Conference on Occupational Health in Petaling Jaya, close to Kuala Lumpur. The minister held up the crane industry as an example: “If a crane accident occurs at a construction site, we want the engineers involved in ensuring the crane’s safety to be answerable.”

A report on the Malaysian Ministry of Human Resources website says that ‘It is impossible for the ministry to monitor all 70,000 employers’ in the country. The minister said, “It is beyond our capacity to monitor each and every [employer]. So, the ‘professionals’ should ensure a safety mechanism is in place.”

Ministry officials are currently examining how the legislation would be implemented, and who would count as a professional.
