The US state of Minnesota has introduced a bill to make certification compulsory for crane operators.
No employer or general contractor will be allowed to permit an individual to operate a crane unless the employee has a valid crane operator certificate issued by the National Commission for the Certification of Crane Operators or an entity accredited for crane operator certification by the National Commission for Certifying Agencies. The bill defines a crane as ‘a power-operated hoisting machine that is used in construction, demolition, or excavation work, that has a power-operated winch and load line, and that has a power-operated boom that moves laterally by the rotation of the machine on a carrier.’ Forklifts, digger derrick trucks and bucket trucks are excluded.
