The new regulations were drafted by councilman James F Kenney, in response to three accidents in the spring of 2008 that killed 11 people in New York and Miami. The new regulations also set standards for lifting equipment, cover bonding for crane companies and set requirements for crane inspection.
The regulations were praised by speakers at the SC&RA rigging workshop, in Toronto in September 2008, as an example of legislators working closely with the industry to develop workable regulations.
The signing ceremony took place on the 34th storey roof of 10 Rittenhouse, a new development in the city where two tower cranes are working.
