The US Coast Guard Industrial Support Detachment is seeking tenders for the rebuilding of a Grove Industrial 1012, built in 1988. It requires a life expectancy of 10-15 years after the rebuild is complete.

General Scope of Work: A) Replace all hydraulic hoses and fittings on crane. B) Replace hydraulic fluid and filter with OHA hydraulic fluid as per military spec MIL-H5606E (Aeroshell Fluid 41). C) Upon award of contract, a. contractor will provide transportation to and from contractor company/facility, b. contractor will provide the Industrial Support Detachment Supervisor with a itemized list of all parts installed on the crane, c. contractor will provide warranty for parts and work performed on crane for at least six (6) months. d. contractor will provide weight test that meet ANSI and OSHA regulations and provide Industrial Support Detachment Supervisor the documentation. D) Work will be performed by a certified Grove Crane Repair Technician. E) All work will be performed in accordance with Grove Crane manufacturer’s guidelines for this make and model.
The following rebuild guidelines are in accordance with the manufacturers service manual for this make and model.
Boom Group: 1. Disassemble all boom section, inspect, perform NDT of welds for cracks, and reassemble. 2. Rebuild two (2) telescoping hydraulic cylinders. 3. Remove, inspect, and replace as needed all shafts on boom group. 4. Replace all wear pads. 5. Replace all four (4) sheaves and bearings. Inspect and replace as needed shaft. 6. Replace two (2) holding valve on boom cylinder. 7. Rebuild 2-main boom hydraulic cylinders. 8. Replace three (3) sheaves and bearing on the hook block and NDT for cracks. 9. Replace hook, bearing, O-ring, hex nut on the block itself.
Hoist Group: 1. Reseal hoist drum assembly with repair kit. 2. Inspect and replace as needed hoist brake. 3. Replace brake valve assembly. 4. Replace wire rope with 400ft ? 9/16 NyForm 18 WSC. 5. Replace hydraulic motor assembly and all hoses. 6. Replace main hydraulic pump. 7. Renew drive link between front of engine and main hydraulic pump.
Turntable Group: 1. Replace motor assembly. 2. Swing Box and Brake assembly. 3. Remove, inspect, and replace all bearings, seals and O-rings. 4. Inspect gear (renew oil).
Outrigger Group: 1. Rebuild four (4) hydraulic cylinders. 2. Remove and inspect shaft. Replace as needed bent or excessively worn. 3. Rebuild four (4) holding valves.
Axle Group Steering: 1. Remove all shaft and pins, inspect, and replace as needed. 2. Replace all bearings and seals. 3. Rebuild hydraulic cylinder. 4. Replace hub bearings, seals, and oil.
Frame Group: 1. Open, clean, and reseal hydraulic tank. 2. Open, clean, and reseal gas tank; check for rust and replace tank if needed. 3. Sand blast, remove nonskid pads, prime, and paint entire crane. Paint to match crane?s original color. 4. Replace all safety and regular Grove Crane decals after painting.
Brake System: 1. Inspect brakes and adjust. 2. Replace park control valve. 3. Replace air brake hoses.
Cab Group: 1. Replace rubber boots for console controls. 2. Replace complete valve bank assembly. 3. Replace bent hinges on right (or starboard) side door. 4. Replace weather-stripping on both doors. 5. Replace seat. 6. Flush heater core and/or replace if found to be leaking.
Engine-Drive Train Group: 1. Replace radiator fluid and hoses. 2. Replace heater hoses. 3. Change transmission oil and filters. 4. Change oil in drive axle.
Company’s quote(s) should include: 1. The solicitation number; 2. The time specified in the solicitation for receipt of offers; 3. The name, address, and telephone number of the offeror; 4. A technical description of the items being offered in such detail to evaluate compliance with the requirements in the solicitation. This may include product literature or other documents if necessary; 5. Terms of any express warranty; 6. Price, availability, and any discount terms; 7. Remit to address if different from mailing address; 8. A copy of the representations and certifications at FAR 52.212-3 (see FAR 52.212-3 (j) for those representations and certifications that the offeror shall complete electronically); 9. Acknowledgement of solicitation amendments; 10. Past performance information, when included as an evaluation factor, to include recent and relevant contracts for the same of similar items and references (including contract numbers, points of contact with telephone numbers and other relevant information); 11. If the offer is not submitted on a SF1449, include a statement specifying the extant of agreement with all terms, conditions and provisions included in the solicitation. Offers that fail to furnish the required representations of information, or reject the terms, and conditions of the solicitation may be excluded from consideration; 12. Company Tax Information and DUNS number. All responsible sources may submit a quotation, which if timely received, shall be considered by the agency.
