Summary of the scope of work: The contractor is required to furnish and deliver a specialised attachment (rock grab) for use with a government-owned Manitowoc 3900W crane that is used to load stone onto barges. This item will be delivered and unloaded at the Chicago District Corps of Engineers (COE) Stone Dock, located on the north side of the mouth of the Chicago River in Calumet Harbor.

Purpose: This crane attachment is necessary to allow the Chicago District Stone Dock to function completely independently, loading barges with stone for use in breakwater maintenance. This type of operation will maximise the productivity of COE marine floating plant resources, by eliminating crane-barge self-loading operations at the LRC Stone Dock.

Rock grapple requirements: The contractor shall furnish and deliver a rock grapple conforming to the following:

General features: The grapple configuration shall be two-armed, three-pronged, with a 15 US ton capacity, and appropriate for use with a Manitowoc 3900W Series 2 crane (2-rope). The device will be used to lift stone blocks ranging in size between 7 US ton to 15 US ton.

Minimum grapple requirements:

A. Plate and bar stock: Grapple plate and bar materials shall be a combination of T-1 alloy steel with a minimum yield of 100,000psi and Brinell hardness of 321-360, and Tri-10 alloy with a minimum yield of 50,000psi and a Brinell hardness of 280-321. The proper steel is selected for particular areas based on best utilisation for strength, abrasive resistance, flexibility and weldability.

B. Pins: Pins shall be fabricated from 4150 alloy stock, with a Brinell hardness of 280-321, machined, and then heat-treated and quenched to achieve a Brinell hardness of 350-400.

C. Bushings: Bushings shall be fabricated from 4140 alloy stock, with a Brinell hardness of 280-321, machined, and then heat-treated and quenched to achieve a Brinell hardness of 450-500.

D. Sheaves: Sheaves shall be fabricated from cast steel with gr ooves machined to specifications and fitted with either roller bearings or bushings depending on the application.

E. Guards: Guards shall be placed over the lower sheaves to protect them from material.

F. Guide rollers: Guide Rollers shall be cut from alloy steel, and fitted with sealed bearings to prolong life.

G. Tine liners: Tine Liners shall be an abrasion resistant alloy with a Brinell hardness of 360-444.

H. Wear plates: Wear Plates shall be added to the outer edge of the tine liners, along tine backs, and the joints between the replaceable tooth point and the tine liner.

J. Stiffeners: Stiffeners shall be added to tine backs for added strength.

K. Lubrication: Recessed grease fittings shall be used for the lubrication of all shafts and bushings.

Delivery requirements: The rock grapple specified shall be delivered and unloaded on 8 June 2007 to the Chicago District COE Stone Dock, which is located on the north side of the mouth of the Calumet River, Chicago, Illinois.

The address of the Chicago District Stone Dock is 8555 S. Green Bay Avenue, Chicago, IL, 60617. Stone Dock site access for land-based vehicles requires passage through a guarded gate, and access to the site can be gained at East 86th Street and South Green Bay Avenue (see maps). Marine vessel delivery of the rock grapple to the Stone Dock is also acceptable. Government-operated crane and personnel will be available at specific times to unload the attachments at the delivery site.

Delivery schedule: The required date of delivery for the rock grapple is 08 June 2007. Delivery prior to this date is also acceptable. Delivery of the rock grapple at any time after 9:00am local time on the applicable delivery date listed shall constitute a late delivery.
