The US state of Minnesota has introduced a bill to make certification compulsory for crane operators. No employer or general contractor will be allowed to permit an individual to operate a crane unless the employee has a valid crane operator certificate issued by the National Commission for the Certification of Crane Operators or an entity accredited for crane operator certification by the National Commission for Certifying Agencies.

According to Graham Brent, director of the National Commission for the Certification of Crane Operators, West Virginia is the only other US state to have incorporated crane operator certification into its state legislation.
