DESCRIPTION / SPECIFICATIONS / WORK STATEMENT FOR EQUIPMENT RENTAL WITH OPERATOR
Requirement: Provide a 125 ton track crane with operator, including mobilization to and from project site, rigging up and down, and all maintenance. Also provide two additional personnel to assist with rigging the lifts and placing the pieces in their final location. Crane shall have the capability to lift and transport 43,000 lb. precast concrete bridge sections. Operator and assistants shall have sufficient skills to perform safely, efficiently, and accurately, without causing damage to payload or surrounding work. The services covered in this contract include the furnishing of operator, equipment, transportation, fuel, lubricants and incidentals. The contractor shall ensure that the operator and assistants are thoroughly familiar with the operation of the required equipment and the work to be completed under this contract.
Work to be Completed: Offloading from transport and placement of precast concrete bridge sections. There are 18 precast concrete bridge sections to be placed on grade as surveyed. There are six(6) footer sections and twelve (12) bridge sections. The footer sections vary in size, the largest is 17 feet long, 12 foot 6 inches wide and 18 inches thick and weighs 43,000 pounds. The 12 bridge sections are 31 feet long, 5 feet wide, and 9 feet tall and also weigh 43,000 pounds. All surveying, grade and ground preparation will be completed prior to scheduling the crane for this work. Sections shall be off loaded from transport, carried to point of installation, and placed in accordance with the survey stakes.
Location: West Amarillo Creek at Brick Plant Road, near Amarillo, Texas. Access to the sites are over public roads, both paved and unimproved dirt.
Measurement and Payment: The number of hours of actual equipment use (125 ton track crane with operator) will be determined by the Contracting Officer after comparison of records by the Contractor and the Contracting Officer at the end of each day the work is performed. Moving the specified equipment to and from the work-site shall be at the expense of the Contractor. Moving the equipment from one portion of the work-site to another after equipment rental has been ordered, will be paid for at the Contract price per hour for the particular equipment
Basis of Payment: Payment will be full compensation for the number of hours of actual equipment used measured to the nearest 1/4 of an hour. No compensation will be made for travel to and from the worksites.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. Solicitation number GCQ081034 is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-26. This requirement is a total small-business set-aside (only qualified offerors may submit an offer, under the associated North American Industrial Classification System (NAICS) code 238990 with a size standard of $14 million.
