Without a federal OSHA ruling in place, it’s up to individual states to decide if they wish to license crane operators or require certification. Most, currently, have no licensing requirement. Some, such as California, Pennsylvania and New Mexico, have a certification requirement that recognises NCCCO (and, like the proposed federal rule, often equivalent accreditation programmes). Others, like New York, have licensing schemes or training requirments that don’t recognise NCCCO or similar accreditation.
